The Competitive Grants Scheme

The National Agricultural Research Organisation Council (NAROC) operates a Competitive Grant Scheme for the National Agricultural Research System (NARS) in Uganda in line with the new National Agricultural Research (NAR) Policy 2003 which is guided by the principles of the Plan for Modernisation of Agriculture. The vision which guides the NAR Policy is based on a market-responsive, client-oriented and demand-driven national agricultural research system comprising of public and private institutions working in tandem for the sustainable economic growth of Uganda. The agricultural research policy recognises that opening up provision of agricultural research services to competition may increase the efficiency and effectiveness of agricultural research, and therefore explicitly recognises pluralism in the provision of services. This requires separating public funding from the delivery of research services.
